Envisioning a Comprehensive Social Protection System

The Gambia stands at a critical juncture in its development path, with the opportunity to significantly enhance its social protection framework. SPRI Global is at the forefront of this transformative journey, offering technical support to the National Social Protection Policy of The Gambia, particularly focusing on the potential expansion of the Family Strengthening Programme (FSP), under the auspices of the Directorate of Social Welfare (DSW).

Social protection in The Gambia, traditionally reliant on external Development Partners, is now transitioning towards a model financed and implemented by the government. This shift is vital for the sustainability of social protection efforts, ensuring that they are both economically viable and politically supported.

The FSP, although crucial, has been limited in its reach, supporting only a small fraction of families and individuals each quarter due to inconsistent budget allocations. SPRI Global’s latest report proposes a set of costed scenarios for the FSP’s expansion. These scenarios are meticulously designed to explore various program designs, including targeting mechanisms, expected coverage, outputs, and detailed costs associated with transfers, administrative elements, infrastructure, training, and capacity building.

This comprehensive report aims to:

  • Provide an in-depth analysis of the FSP’s current status, its operational framework, and its impact on targeted populations,
  • Examine the public finance context of The Gambia, understanding economic growth, revenue, and expenditure trends to assess the feasibility of expanding the FSP,
  • Review the existing social protection environment, analyzing poverty and vulnerability, policy background, current programs, and key system gaps,
  • Offer key considerations for the FSP’s expansion, followed by detailed scenarios with various targeting criteria, benefit levels, and program delivery regularities.

The culmination of this project is a set of actionable recommendations for the expansion of the FSP. It underscores the need for further studies to provide an investment case for these scenarios, enhancing the evidence base for greater investment into the FSP.

SPRI Global’s support for this initiative underlines the critical role of social protection systems in achieving sustainable development and reducing poverty. As The Gambia strives towards a more comprehensive social protection system, the insights from this report will be invaluable in guiding policy development and implementation strategies.

In conclusion, the collaboration between SPRI Global, the Gambia government, and international partners illustrates a shared commitment to developing a social protection system that is resilient, inclusive, and capable of adapting to the evolving needs of The Gambia’s population. Through strategic planning, capacity building, and targeted investments, The Gambia is poised to make significant strides in safeguarding the well-being of its most vulnerable citizens, laying the groundwork for a more prosperous and secure future.
