Strengthening Social Protection Analysis

In a significant move towards bolstering social protection frameworks, SPRI Global has joined forces with the UNICEF Uzbekistan Country Office to enhance the National Agency for Social Protection’s (NASP) capacity for evidence-based policy making. This initiative aligns seamlessly with Uzbekistan’s Strategy for Social Protection of the Population adopted in 2022, which outlines ambitious goals and comprehensive measures to advance the social protection system by 2030.

The collaboration kickstarted with an in-depth survey to gauge the current analytical capabilities within the NASP, laying the groundwork for tailored capacity-building and training modules. These modules are meticulously designed to cover a broad spectrum of topics crucial for the development and analysis of social protection policies, including:

  • Policy process preparation,
  • Key Performance Indicator (KPI) definition and application for policy analysis,
  • Rapid ex-ante evaluation techniques,
  • Monitoring and Evaluation framework establishment,
  • Simple simulation models for social protection measures.

Delivered in English, Russian, and Uzbek, the training aims to bridge capacity gaps and cater to the diverse expertise, interests, and technical knowledge of NASP participants. By providing comprehensive training, SPRI Global aims to equip NASP staff with the necessary tools and methodologies for better policy-making, ensuring that Uzbekistan’s social protection strategies are both effective and sustainable.

Deliverables of this project include:

  • An inception report detailing the training needs and planning,
  • Production of training materials tailored to the identified needs,
  • Conducting a “Training of Trainers” to ensure the sustainability of capacity development efforts,
  • A brief course report summarizing the outcomes and participant feedback.

This capacity-building initiative is pivotal for Uzbekistan as it transitions towards a more analytically driven social protection system.
