Mapping Morocco’s Social Protection System

SPRI Global was happy to collaborate with UNICEF Maroc on a study formulating an integrated vision for the reform of the social protection system and the assessment of child poverty in Morocco.

The subsystems of Morocco’s social protection system have been developed in a fragmented manner over a longer period. Today, Morocco’s social protection systems consists of a social security system that is contributory (CMR, RCAR, CNSS, CNOPS, …), a partially contributory social protection system (RAMED), and non-contributory social protection (Tayssir, Kafala, IINDH, welfare institutions …). Although they comprise a single system, these individual components have been introduced over time on a basis of necessity, reacting to specific societal needs; They have not been conceived of as working conjunctively in a system.

Morocco, as a middle-income country, is now seizing the opportunity to reboot its social protection instruments in order to make them more effective, both in terms of their specific targets and in their contribution to economic growth overall. The reformulation of social policy should define social protection with a focus on equitability and synergy – hence the need to strengthen the harmonization and convergence of social protection policies and programs.

The overall objective of the study is therefore the exploration of an integrated and harmonized vision of social protection in Morocco, based on an analysis of the status quo and in the light of international best practices in this field.
